Sherborn Water District Seeks Operations Estimate as First Municipal System Nears Launch

Sherborn's new water district hears its first operations pitch as system startup nears. The North Sherborn Water Sewer District Commission met February 5 and received a detailed briefing from Kim Hall of SWSS, a water operations firm being considered to manage the town's first-ever municipal water system: roughly 4,000 feet of pipe, 10 hydrants, and five customer accounts serving an estimated 200 units at buildout. Hall said she would prepare a rough cost estimate after consulting with her field operations manager, Steve, and business manager Rachel, with commissioners saying they need a number quickly in order to request seed money from developers Toll Brothers and Kennedy Wilson, who are expected to fund startup costs.

Municipal advisor Jeremy told the commission that no property has "an inherent right to connect" to the system, and that formal connection permits must be issued in stages tied to planning board and zoning board approvals. The commission also agreed that Toll Brothers should retain ownership of the water infrastructure until it is fully pressure-tested, chlorinated, and certified, and that the developers must post a performance bond before construction begins.
