North Sherborn Water District Votes in New Chair, Seeks Legal Clarity on Its Own Structure

SHERBORN -- July 1, 2026, North Sherborn Water and Sewer District installs new chair and discovers it may already have the legal powers it has been seeking. The five-member interim commission voted unanimously to elect Josh Gould as chair at its July 1 meeting, replacing outgoing Chair Andrea Stiller after roughly a year of formation work. The panel then spent the bulk of its session debating a foundational question, whether it is a town entity, a private corporation, or something else, before Select Board Chair Steven Sai, reading a search result from the Claude AI tool during the meeting, relayed that the district's own enabling legislation, H 4627 from the 193rd legislative session, already establishes it as a "body politic and corporate" by statute, with the power to contract, hire, hold property, and borrow money without any separate filing with the Secretary of the Commonwealth. Commission member Matt Martino reported that three of four engineering firms he contacted for infrastructure oversight estimates had responded; construction by the developer could begin as early as spring 2027, giving the commission roughly six months to get formally operational. Two Meadowbrook Road residents, Paula Levine and Allison Mitchell, pressed the commission on resident representation and contingency planning for well disruption during construction, questions the commission largely redirected to future agenda items and the Board of Health. The next meeting is scheduled for July 22 at 7 p.m. via Zoom.
