Sherborn's Water and Sewer District Commission approved minutes, worked through draft bylaws, and began planning a formal operator procurement at its February 19 Zoom meeting. The four-member panel, Marion, Andrea, Steve, and Josh, spent most of the session reviewing bylaw language line by line, including debates over industrial discharge prohibitions, provisional water-use approvals for developers Toll Brothers and Kennedy Wilson, and how to word the amendment process. The commission agreed Marion and Andrea will serve as a two-person editorial team for the bylaws, while Josh and associate member Matt will lead the water and sewer regulations.
Commissioners flagged an urgent need to fill the panel's vacant fifth seat, because enabling legislation sets a four-member quorum, meaning a single early departure shuts down voting; the appointment is expected to reach the Select Board at its next meeting. On procurement, the commission concluded that public bidding law likely requires a formal request for proposals for a water system operator and asked consultant Liz to help draft scope-of-work language. Josh reported he is pursuing an employer identification number from the IRS, has identified three candidate banks through town treasurer Pam, and connected with MIAA Insurance about bundled coverage including public officials and cyber policies.
The next commission meeting is set for March 11 at 7:00 p.m. via Zoom.
