Sherborn Planning Board unanimously approves a sweeping stormwater bylaw overhaul headed to Annual Town Meeting. After nearly three hours of line-by-line review at the March 3 virtual meeting, the five-member board voted unanimously to advance the revised Sherborn General Bylaws Chapter 200, which expands stormwater regulation from the federal MS-4 municipal drain system to six categories including groundwater, wetland resource areas, public streets, and town rights-of-way. Co-Chair Stefani Harrison and Town Planner Heidi Doyle walked the board through a new three-tier permitting structure — no permit, a new minor permit for projects disturbing more than 20,000 square feet of land or adding more than 10,000 square feet of impervious surface, and a major permit for new standalone dwelling-unit construction — with penalties set at a maximum of $300 per violation per day.

DPW Director Sean Killeen recommended removing landscape irrigation, car washing, and street washing from the list of allowable permitted discharges. The board also voted unanimously to endorse an Approval Not Required plan for 250 Western Avenue, splitting one parcel into two lots for owners Mark and Chrisanne Craven, and accepted Millborn Farm's entrance screening plan calling for four tree species planted as two-inch caliper specimens.
