Sherborn Planning Board votes unanimously to draft comments on a state surplus housing parcel before an August 3 deadline. The board, chaired by James T. Guarino and Stefani Harrison, voted 6-0 at its July 7 meeting to prepare a comment letter responding to the state's declaration of a 7.9-acre parcel at Zero Prospect Street as surplus land under Section 122 of the Affordable Homes Act, which mandates a minimum density of four units per acre — potentially 32 units on the full parcel — while limiting the town's regulatory authority to five categories including setbacks, bulk, and site plan review.
Board members raised significant concerns about whether the site can actually support that density, citing steep topography with more than 30 feet of grade change, wetlands requiring a crossing, likely bedrock outcroppings, and no municipal water or sewer infrastructure. Town Planner Heidi noted that at a recent state housing meeting, officials described Sherborn as having substantial housing capacity based on a formula that did not appear to account for the town's lack of public water and sewer. The board's draft letter, to be reviewed at the July 21 meeting, will focus on infrastructure constraints, topography, and density achievability; the Select Board was scheduled to take up the same parcel Thursday.
