SHERBORN — Dover Select Board awards town administrator a $10,000 bonus and approves ClearGov budgeting software to close fiscal year. The board, meeting June 30 with Chair Steven Tsai and two other members present, voted unanimously to award Town Administrator Michael Blanchard a maximum contractual bonus of $10,000 for FY26 after Human Resources Director Robin Tocino presented an evaluation showing composite scores ranging from 4.4 to 4.78 out of five across five performance categories. Tsai called Blanchard "a wonderful person" and said "since you've been here, good things have been happening." The board also approved the purchase of ClearGov budgeting software — used by more than 40 Massachusetts municipalities — to replace an error-prone Excel-based process, with Finance Director Chris noting he negotiated the vendor's annual price escalator from 5 percent down to 3 percent.
Additional unanimous votes approved a year-nine stormwater engineering contract with Woodard and Curran, a solid waste removal contract renewal with BP Trucking at held FY26 pricing, a Collins Center board-size study scope, and a reduced-cost contract renewal with Aponte and Aponte for assistant town accountant services at half the prior-year rate.
